在 config.xml 中設置一下

查找 cordova 的 api 調用 native 方法，

iOS webview 在 native 中是 UIScrollView 的子類，取消 iOS webview 的彈性回彈效果，把 UIScrollView 的 bounces 屬性，設置為 false 就可以了。
